Threats to US: Pentagon officials drop three surprises

Senior US military and intelligence officials are warning of their growing concern that rogue ?radical? elements are operating ? or preparing to operate ? "within the ranks? of the intelligence community and armed forces.

?The potential for trusted US government and contractor insiders using their authorized access to personnel, facilities, information, equipment, networks or information systems in order to cause great harm is becoming an increasingly serious threat to our national security,? said Lt. Gen. Ronald Burgess, director of the Defense Intelligence Agency (DIA),?in testimony before the Senate Armed Services Committee.

?Trusted insiders now have unprecedented access to US government information and resources in secure work environments,? he added.

He warned of those who have become ?self-radicalized,? as well as ?lone wolves,? particularly ?within our ranks.?

As a result, the DIA and other Pentagon offices are developing an ?insider threat? document, designed to identify perils from within. Burgess pointed to the ?recent massive WikiLeaks disclosure,? which, he charged, ?compromises our national security and also endangers lives.?

Putting the spotlight on urban design | Livable Cities | The '+' Project ...

Less than a century ago, fewer than 10% of the world?s population lived in cities, whereas today over half of the world live in cities. In New Zealand, 85% of people live in cities and this trend is set to continue. The scale of city growth [? and in the case of Christchurch, of rebuilding,] presents new social, economic and environmental challenges for those who live, work and do business in cities.

There are opportunities to develop cities in a way that improves quality of life, reduces our environmental impact, increases pedestrian and road safety, reduces crime, promotes business, entrepreneurialism and tourism, and enhances our sense of belonging and pride. As urban areas grow and evolve, people will look to cities not just as a place of work, but as a place of community, recreation and public life. This holistic approach is reflected in Auckland?s recent draft spatial plan, Auckland Unleashed, [and Christchurch?s consultation on the new Central City Plan].

Lighting is an element that is often overlooked in public dialogue over urban design. Yet lighting has the power to transform cities. New Zealand is lucky to be able to benefit from the experiences of other cities around the world already using cutting-edge lighting design.

Just consider what Auckland?s War Memorial Museum, Christchurch Airport Tower, the Eiffel Tower, the Acropolis and Big Ben have in common. At night, these landmarks are all bathed in a wash of lighting that highlights and emphasizes their features. The right light reveals textures, creates silhouettes, or puts features in the spotlight, bringing a sense of drama and excitement to the cityscape.

The effect is certainly mood-enhancing and aesthetically pleasing, but it also helps each city establish an identity, a signature that defines its appeal and its differentiation from other cities in the world, region or nation. This isn?t just for civic pride, but also to ensure that these cities remain viable and competitive in the global market place.

Beautiful lighting can also be prudent lighting. Take Berlin?s famous parliament building, the Reichstag. Its new lighting is highly energy efficient, resulting in average cost of just over one Euro per hour and saving 23,100kg of CO2 per year. Internationally, up to 50% of a local authority?s energy spending goes on lighting, so the cost savings from energy-efficient lighting can be enormous.

We all know that urban areas left poorly lit can become magnets for crime. A recent trial of white lights installed in a number of European cities discovered that people perceive the system?s lights to be up to 80% brighter than standard street lights, enabling them to identify faces more easily and earlier, which leads to a feeling of security.

Importantly, better lighting does more than make people feel safer. Philips? research has found white street lighting leads to a dramatic 25% drop in street crime in major cities. We believe this is because brighter lighting encourages people to come out and meet their friends and family after dark ? creating more lively spaces and fewer opportunities for crime.

Furthermore, cities calculate that the financial savings derived from reducing crime exceed the costs of improving street lighting by up to tenfold in just one year.

Because artificial light disturbs a delicate balance and can affect our sleep patterns, it?s also important to consider light ?contamination? in areas with mixed business and residential use. Rue Thubaneau is a traditionally narrow street in the French city of Marseille, lined with restaurants and museums. Since directional luminaires have been installed, passersby get what they need ? crisp illumination that makes them feel safe and secure ? while residents living above get what they need ? their homes no longer indiscriminately flooded by intrusive street lighting, which can affect sleep. The LED luminaires also save almost 50% on energy consumption, compared to previous street lighting, with maintenance costs further reduced due to a long lifetime of 50,000 hours.

Today?s lighting can use technology to respond to actual, real-time needs and reduce energy consumption. There are central systems that can monitor and control individual light points, and link to road condition updates, allowing for adjustments in lighting levels in response to accidents, traffic density and changing weather conditions. As a result, roads are illuminated more safely when conditions are bad, and lights are dimmed when not needed, delivering more efficiency through less frequent maintenance and energy savings of over 40%. As a bonus, tracking software and user-friendly reporting tools enable easy proof of return on investment and wise planning.

Another use of smart technology is ?light on demand?, which provides light only when and where it is needed. Sensor-enabled lamps offer a glow of white light as they are approached by passersby, and they dim as they walk away. Transitions between the lamps stay smooth, so pedestrians experience a seamless pathway of light. As a result, street lamps are only lit when needed, offering cities a safe way to reduce the energy they waste through unnecessary lighting. Testing has shown this sort of activity-based ?intelligent? lighting reduces energy use and light ?contamination? for those trying to sleep, while increasing safety.

As New Zealand cities grow and change, strong vision and leadership will be needed to ensure development actually improves people?s lives. Decision-makers must be visionary enough to choose an enlightened approach that improves safety, reduces energy consumption, creates tomorrow?s urban icons and ? most importantly ? enhances livability.

RIO DE JANEIRO (AP) - Most pre-Carnival street parties in Brazil are all about samba, but the moves on display at Sunday's Blocao parade were focused more on wagging and strategic sniffing than on fancy footwork.

Hundreds of decked-out dogs - and a few brave cats - got in on the Carnival fun at Rio de Janeiro's annual pet-friendly parade: Labradors in pink tutus or engineers' overalls cavorted with Maltese terriers with fairy wings, and poodles in superheros' capes sniffed sausage dogs dressed up as Salome, with sequin-covered harem pants.

Carnival is perhaps the defining moment in Brazilian life, and the annual Blocao - a play on the word for street party, "bloco," and dog, or "cao" - allows four-legged family members a chance to take part in the fun.

"The animal excitement is taking over Copacabana," said Blocao organizer Marco Antonio Toto as the parade's sound truck, topped by an enormous inflatable terrier, crawled its way down the seaside Atlantica Avenue. "The neighborhood of Copacabana has currently the most dog owners per square meter. It deserves this prestigious party. Our animals deserve this celebration."

Talent agent Ariane Raballo made the trip from Rio's sister city of Niteroi to parade with her two mini Yorkies dressed as Carmen Miranda, complete with cornucopias of tiny tropical fruits on their heads.

"We come every year," said Raballo, as Maia and Lady Kate strained at the leash to sniff the four-legged passers-by and posed coquettishly as parade-goers of the two-legged variety snapped photos with their iPhones. "They love it."

Spirits were high, and there was remarkably few fights: Gigantic Rhodesian ridgebacks romped with teacup poodles, and lumbering labs palled around with cocker spaniels. Leashes required constant detangling as new friends taking in each others' scent tied themselves in knots.

Even Kiko, a 3-year-old dachshund dressed as a hot-dog, was enjoying himself.

"Normally, he's not a very social dog, with humans or other dogs," said his owner, Denis Naiff, a psychology professor whose wife and daughter were sporting matching hamburger hats. "But he's really having fun. Must be the Carnival spirit."

The heat looked to have some of the dogs down, and some owners poured water into their pets' mouths to cool them down.

Eduardo Jonathan, a 31-year-old makeup artist dressed as Batman, said he was suffering under his rubber costume, though Batman Jr. his 5-year-old Yorkie, looked to be taking the heat in stride. The dog hammed it up for the TV cameras as Jonathan and a friend disguised as the Joker sweated off their facepaint.

Two men dressed as giant ticks looked even hotter. Their many-legged costumes were made out of synthetic fur, and both had removed their masks so as to avoid suffocation as they passed out fliers for an anti-parasite spray.

"I think the fact that the Blocao exists and that so many people are here with their pets shows that the attitudes toward animals are changing here," said Elisabeth Monetiro, a public servant attending with her two of her three rescue dogs. Three-year-old mutts Princesa and Juliette were dressed up as she-devils, complete with glowing red horn headbands.

"Finally, society is starting to understand that even if you don't like animals, you have to respect them," said Monteiro, who volunteers with an animal rights group.

London-based ceramist Mario d'Oliveira was using the occasion to make a different kind of point.

Holding an "invisible dog" on the end of a stiff wire leash, d'Oliveira approached passing children, who either laughed or nearly cried at his antics.

"You can tell a lot about people by how they react," he said. "An invisible dog is also quite a conversation piece, so you when you walk him, you end up making lots of new friends."

Chinon announces a new set of Android tablets, but we wish they hadn't

We love seeing new Android tablets get announced and released, honestly we do.  Especially when they are nothing like the new Chinon Swift series tablets, which pretty much set a new standard for cheap craplets running Android. The idea is solid -- an affordable option to the high-priced tablet market here in the US, but the execution is flawed. There's no one thing inherently wrong with tablets like this, but the sum of the parts makes for a less-than-satisfying whole.

Chinon is dropping a 7-inch version, the Swift 7, and a 10-inch Swift 10 tablet, at prices that will tempt you. The Swift 7 checks in at just $160 and the 10-inch version is $280, so it's obvious that more than a few of us will be taking a long, hard look. Start with the specs to really tell you all you need to know here, as the capable 1.2 GHz dual-core ARM CPU (of unknown make) is matched up with just 512MB of RAM and Android 2.3. This should set off a warning flag before you drop any dollars for these things, and if it doesn't, the 4:3 aspect ratio just has to make you do a double take.  (Or the giant iPad design ripoff.)

This isn't how good Android tablets are done, folks. There are a lot of better things to spend your money on, and even if these things prove me wrong and the performance blows our doors off, you're still better served to spend just a few more dollars on a Kindle Fire or Acer A200, depending on the form factor you want. Of course, someone is bound to buy one of these and have a great experience with their new toy. In fact, I hope it happens and I'm wrong about the whole thing.  But I don't think I am, and I don't want to spend my money to find out. I certainly don't want you to spend your money and find out either.
