Wells Fargo has inked a deal with General Motors to give financing to dealers and customers of GMC, Buick, Chevrolet, and Cadillac throughout the South Central United States. Industry experts feel that this is just the beginning to Wells Fargo?s partnership with GM, and that it will take market share from Ally Financial, the top automotive finance provider in the nation.???

However, Ally CEO Michael Carpenter says that his company is not overly concerned about the new competition since GM and Chrysler retail subvented contracts make up about 18% of its auto earning asset mix. Carpenter added, ?We are diversified across brands, dealer brands, dealer relationships and the credit spectrum [so that we are able to compete with anyone].?

Harvard scientists have, for the first, time created a type of "cyborg" tissue by embedding a three-dimensional network of functional, bio-compatible nanoscale wires into engineered human tissues.

As described in a paper published August 26 in Nature Materials, a multi-institutional research team led by Charles M. Lieber, the Mark Hyman, Jr. Professor of Chemistry at Harvard and Daniel Kohane, a Harvard Medical School professor in the Department of Anesthesia at Children's Hospital Boston developed a system for creating nanoscale "scaffolds" which could be seeded with cells which later grew into tissue.

Also contributing to the work were Robert Langer, from the Koch Institute at the Massachusetts Institute of Technology, and Zhigang Suo, the Allen E. and Marilyn M. Puckett Professor of Mechanics and Materials at Harvard's School of Engineering and Applied Sciences.

"The current methods we have for monitoring or interacting with living systems are limited," said Lieber. "We can use electrodes to measure activity in cells or tissue, but that damages them. With this technology, for the first time, we can work at the same scale as the unit of biological system without interrupting it. Ultimately, this is about merging tissue with electronics in a way that it becomes difficult to determine where the tissue ends and the electronics begin."

The research addresses a concern that has long been associated with work on bioengineered tissue ? how to create systems capable of sensing chemical or electrical changes in the tissue after it has been grown and implanted. The system might also represent a solution to researchers' struggles in developing methods to directly stimulate engineered tissues and measure cellular reactions.

"In the body, the autonomic nervous system keeps track of pH, chemistry, oxygen and other factors, and triggers responses as needed," Kohane explained. "We need to be able to mimic the kind of intrinsic feedback loops the body has evolved in order to maintain fine control at the cellular and tissue level."

Using the autonomic nervous system as inspiration, Bozhi Tian, a former doctoral student under Lieber and former postdoctoral fellow in the Kohane and Langer labs, and collaborator Jia Liu worked in Lieber's lab at Harvard to build mesh-like networks of nanoscale silicon wires?about 30 - 80 nm in diameter?shaped like flat planes or in a reticular conformation.

The process of building the networks, Lieber said, is similar to that used to etch microchips.

Beginning with a two-dimensional substrate, researchers laid out a mesh of organic polymer around nanoscale wires, which serve as the critical nanoscale sensing elements. Nanoscale electrodes, which connect the nanowire elements, were then built within the mesh to enable nanowire transistors to measure the activity in cells without damaging them. Once complete, the substrate was dissolved, leaving researchers with a net-like sponge or a mesh that can be folded or rolled into a host of three dimensional shapes.

Once complete, the networks were porous enough to allow the team to seed them with cells and encourage those cells to grow in 3D cultures.

"Previous efforts to create bioengineered sensing networks have focused on two-dimensional layouts, where culture cells grow on top of electronic components, or on conformal layouts where probes are placed on tissue surfaces," said Tian. "It is desirable to have an accurate picture of cellular behavior within the 3D structure of a tissue, and it is also important to have nanoscale probes to avoid disruption of either cellular or tissue architecture."

Using heart and nerve cells, the team successfully engineered tissues containing embedded nanoscale networks without affecting the cells' viability or activity. Using the embedded devices, they were able to detect electrical signals generated by cells deep within the tissue, and to measure changes in those signals in response to cardio- or neuro-stimulating drugs.

Researchers were also able to construct bioengineered blood vessels, and used the embedded technology to measure pH changes ? as would be seen in response to inflammation, ischemia and other biochemical or cellular environments ? both inside and outside the vessels.

Though a number of potential applications exist for the technology, the most near-term use, Lieber said, may come from the pharmaceutical industry, where researchers could use the technology to more precisely study how newly-developed drugs act in three dimensional tissues, rather than thin layers of cultured cells. The system might also one day be used to monitor changes inside the body and react accordingly, whether through electrical stimulation or the release of a drug.

Visit to Comrie, Scotland ? Wendy LeBlanc

From August 16 to 20th, Jeff Maguire, chair of the Sister City Committee, his wife, Kathy, and my husband, Frank, and I visited Comrie, Scotland to mark the 20th Anniversary of the twinning of Carleton Place with that community.? It was a wonderful trip where we had many opportunities to renew old friendships, look back on the past, and forward to the future.? Below are two speeches that I gave during two of the Commemorative Ceremonies:

20th Anniversary Commemorative Dinner

I am delighted to be here today as part of the Carleton Place Sister City Committee as we commemorate the 20th anniversary of the twinning of our two communities.? Marking special anniversaries such as this one, gives us an opportunity to look back at what has been accomplished over the 20 years as well as occasion to look ahead to the future.

It was during the 1980s that author Peter McNaughton, a native of Comrie living in Montreal, discovered the historical connections between the two communities. Many of the first settlers in the Carleton Place and Beckwith Township area came from Perthshire. Visitors to the United Cemeteries just outside of Carleton Place often remark on the number of Scottish settlers buried there.

When the idea of twinning was raised with the two communities, the Comrie community council was immediately won over because of the historical association. Comrie Council chair, Sandy Grey, along with Jimmie Stewart and Jim McEwan, leader of your local pipe band, and Melba Barker, mayor of Carleton Place, were instrumental in developing the twinning plan.

On August 1, 1992, ceremonies held here on the Ross Bridge over the River Earn and in St James Park on the banks of the Mississippi River formalized the twinning between Comrie and Carleton Place.

Since that time, two official group visits from Comrie took place in 1994 and 1997, both led by members of the Comrie Pipe Band.? Ron and Barb Goebel brought four official visits from Carleton Place between 1996 and 2002. George, Marlyn and Amanada Lees have visited Carleton Place a number of times and in 2005 they took part in a ceremony to unveil a sign featuring the twinning arrangement between the two communities, located at the Trans Canada Trail entrance.? Modern technology linked the two communities for the 15th Anniversary celebrations on July 28, 2007 with celebrations in each location being viewed in the twin community.? 2010 marked the first student exchange between young people of Comrie and Carleton Place; this was a wonderfully successful event with lifelong friendships being established.

Private, unofficial visits have also taken place to each of the communities, and friendships flourish through these visits, emails, letters, and telephone calls, and strengthen the twinning relationship.

Carleton Place has benefited in many ways by the twinning, but perhaps one of the most obvious is the beautification of the town that has taken place since the Carleton Place in Bloom committee was formed.? Following a visit to Comrie when it was named Scotland?s Prettiest Village, Mayor Brian Costello formed the group that has worked for the past 15 years to beautify the community, and we reached the much sought-after 5 bloom rating after a number of years of concentrated effort ? all thanks to Comrie!

This visit to Comrie is just one of several ways we are marking this significant anniversary.? On Saturday, September 29, the Sister City Committee is holding the annual heritage Ball with this year?s theme being a Highland Fling, and hosted by a delightful Scottish couple who emigrated to Canada and Carleton Place a number of years ago. We are pleased that the Lees family is able to join us for this special occasion.? Indeed there will be a little more of Comrie at the event as well as all the attendees will be photographed with? an 8 foot square photo of the White Church in the background.

Dear friends, it has been a pleasure to have been associated with you for the past 20 years and we look forward to many more years of rewarding relationships between the two communities.

20th Anniversary of Twinning

It gives me great pleasure to be back in Comrie once again.? This is Frank?s and my second trip and for the Maguires their fourth visit to this community.? Last time we were here marked the first student exchange. We?ve had a 15th anniversary celebration in 2007 and now here we are at our 20th.? Lots of firsts over the years, but more importantly seconds, fifths, tenths, and fifteenths.? Those past anniversaries, and the one this year, our twentieth, show that the twinning has worked, that there are groups and individuals who are dedicated to keeping the bonds alive and building on what has been accomplished in the past, so that there will be a future where we can look forward to a second and third student exchange, a twenty-fifth anniversary, and many return visits by private individuals and groups between Comrie and Carleton Place.? We are delighted to be here to represent our community, to enjoy your Highland hospitality, and to begin another decade of a positive, mutually-beneficial relationship.

(AP) ? With its massive size and ponderous movement, a strengthening Isaac could become a punishing rain machine depending on its power, speed and where it comes ashore along the Gulf Coast.

The focus has been on New Orleans as Isaac takes dead aim at the city seven years after Hurricane Katrina, but the impact will be felt well beyond the city limits. The storm's winds could be felt more than 200 miles from the storm's center.

The Gulf Coast region has been saturated thanks to a wet summer, and some officials have worried more rain could make it easy for trees and power lines to fall over in the wet ground. Too much water also could flood crops, and wind could topple plants like corn and cotton.

"A large, slow-moving system is going to pose a lot of problems ? winds, flooding, storm surge and even potentially down the road river flooding," said Richard Knabb, director of the National Hurricane Center in Miami. "That could happen for days after the event."

The storm's potential for destruction was not lost on Alabama farmer Bert Driskell, who raises peanuts, cotton, wheat, cattle and sod on several thousand acres near Grand Bay, in Mobile County.

"We don't need a lot of water this close to harvest," Driskell said.

However, Isaac could bring some relief to places farther inland where farmers have struggled with drought. It also may help replenish a Mississippi River that has at times been so low that barge traffic is halted so engineers can scrape the bottom to deepen it.

Forecasters predicted Isaac would intensify into a Category 1 hurricane by Tuesday with top sustained winds of between 74 and 95 mph. The center of its projected path took Isaac directly toward New Orleans Tuesday and Wednesday, but hurricane warnings extended across some 280 miles from Morgan City, La., to the Florida-Alabama state line. It could become the first hurricane to hit the Gulf Coast since 2008.

Evacuations were ordered for some low-lying areas and across the region, people boarded up homes, stocked up on supplies and got ready for the storm. Schools, universities and businesses closed in many places.

Still, all the preparation may not matter if the great danger becomes flooding. In Pascagoula, Miss., Nannette Clark was supervising a work crew installing wood coverings over windows of her more than 130-year-old home. But she said all that won't matter if a storm surge reaches her home, as it did after Katrina in 2005.

"The water was up to the first landing of the stairs," she said. "So I get very nervous about it."

Isaac's approach coinciding with the Katrina anniversary invited obvious comparisons, but Isaac is nowhere near as powerful as the Katrina was when it struck on Aug. 29, 2005. Katrina at one point reached Category 5 status with winds of over 157 mph. It made landfall as a Category 3 storm and created a huge storm surge.

Federal Emergency Management Agency officials said the updated levees around New Orleans are equipped to handle storms stronger than Isaac. Levee failures led to the catastrophic flooding in the area after Katrina.

"It's a much more robust system than what it was when Katrina came ashore," said FEMA Administrator Craig Fugate in a conference call with reporters.

In New Orleans, officials had no plans to order evacuations and instead told residents to hunker down and make do with the supplies they had.

"It's going to be all right," said New Orleans Mayor Mitch Landrieu.

Isaac could pack a watery double punch for the Gulf Coast. If it hits during high tide, Isaac could push floodwaters as deep as 12 feet onto shore in Louisiana, Mississippi and Alabama and up to 6 feet in the Florida Panhandle, while dumping up to 18 inches of rain over the region, the National Weather Service warned.

As of 5 p.m. EDT on Monday, Isaac remained a tropical storm but winds had gotten stronger at 70 mph (110 kph). Its center was about 255 miles (415 km) southeast of the mouth of the Mississippi River, and it was moving northwest at 12 mph (19 kph).

On the Alabama coast, Billy Cannon, 72, was preparing to evacuate with several cars packed with family and four Chihuahuas from a home on a peninsula in Gulf Shores. Cannon, who has lived on the coast for 30 years, said he thinks the order to evacuate Monday was premature.

"If it comes in, it's just going to be a big rain storm. I think they overreacted, but I understand where they're coming from. It's safety," he said.

The storm that left 24 dead in Haiti and the Dominican Republic blew past the Florida Keys with little damage and promised a soaking but little more for Tampa, where the planned Monday start of the Republican National Convention was pushed back a day in case Isaac passed closer to the bayside city.

Only a fraction of an expected 5,000 demonstrators turned out in Tampa to protest GOP economic and social policies outside the convention. Organizers blamed Isaac and a massive police presence for their weak showing.

The storm had lingering effects for much of Florida, including heavy rains and isolated flooding in Miami and points north. Gov. Rick Scott said that as of noon Monday, about 60,000 customers were without power in Florida as a result of the storm.

Scott, a Republican, was returning from the convention in Tampa to Tallahassee to monitor Isaac. Fellow Gulf Coast Republican Govs. Bobby Jindal of Louisiana and Robert Bentley of Alabama said they would not attend the convention at all. Mississippi Gov. Phil Bryant delayed his travel through Wednesday, leaving open the possibility he could attend the final day of the event.

States of emergency were in effect in Louisiana, Mississippi, Alabama and Florida.

The choppy ocean waters generated by Isaac weren't all bad for everyone, though. On Pensacola Bay, fishermen boasted big hauls.

"You get a little storm headed this way and they seem to run a little. When the barometric pressure drops, something causes them to run better," said Eric Roberts, who was out fishing for mullet.

Three US Marines punished over Taliban urination video

Three US Marines have pleaded guilty and been sanctioned for urinating on the corpses of Afghan Taliban fighters and posing for pictures with the dead, the Marine Corps said Monday.

"Three Marines received non-judicial punishment today for violations of the Uniform Code of Military Justice for their role in the desecration and filming of deceased Taliban that became public in January 2012," said a statement.

"The troops were disciplined under an administrative procedure," it said, without detailing the penalties given, but noting that action against other Marines involved in the incident would be announced at a later date.

The actions depicted in the video took place during a counter-insurgency operation in the restive Musa Qala district of Helmand province, in southwestern Afghanistan in July 2011.

The video was posted on the Internet, causing great embarrassment to the US military and prompting a Naval Criminal Investigative Service investigation, as well as condemnation and an apology from Secretary of Defense Leon Panetta.

Four Marines from a sniper unit in the 3rd Battalion, 2nd Marines based at Camp Lejeune in North Carolina were questioned over the scandal in January, when the pictures emerged.

The unit was deployed in Helmand, in southwestern Afghanistan, from March to September last year.

One of the Marines, apparently aware he was being filmed, was heard saying in the video: "Have a great day, buddy," referring to one of the dead.

The scandal was one in a long line to tarnish the image of the US military in the past decade, from the Abu Ghraib prison abuse images in Iraq to more recent convictions of troops who killed Afghan civilians for sport.

Panetta said at the time that the troops' behavior was "utterly deplorable," while US Secretary of State Hillary Clinton spoke of her "total dismay" at the acts, vowing that the culprits would be found and punished.

Monday's statement, from the Marines' public affairs office in Quantico, Virginia, said the three non-commissioned officers pleaded guilty "under the terms of an agreement" and their names would not be released.

It said one Marine admitted violating military law by wrongfully posing for an unofficial photograph with human casualties and urinating on the body of a deceased Taliban soldier, which was "prejudicial to good order and discipline."

Another Marine pleaded guilty to posing for an unofficial photograph with human casualties and making a video recording of the incident.

The third trooper to be punished so far pleaded guilty to "failing to report the mistreatment of human casualties by other Marines," and "making a false official statement" during the Naval Criminal Investigative Service probe.

Punishment from administrative proceedings -- as opposed to courts martial -- can include reduction in rank, restriction to a military base, extra duties, forfeiture of pay, a reprimand, or a combination of such measures.

Copies of the Koran, confiscated because detainees were using them to relay messages, were cremated in February on an airbase north of Kabul, in an instance of negligence.

A military investigation report released Monday said that about 100 copies of the Koran had been burned. They were among 2,000 books in which prison librarians had discovered "extremist content" written by the detainees.

The US military recommended in June that administrative sanctions be taken against the seven soldiers involved.

Despite a US apology, the affair provoked several days of deadly protests in Afghanistan after the Taliban urged the killing of foreign troops to defend Islam's holy book.
