Pakistan militants kill 40 in execution, attack on Shiites

QUETTA, Pakistan ??Pakistani militants, who have escalated attacks in recent weeks, killed at least 40 people in two separate incidents, officials said on Sunday, challenging assertions that military offensives have broken the back of hardline Islamist groups.

A car bomb exploded near a convoy of buses taking Shiite pilgrims to Iran, killing at least 19 people and wounding 30, officials told NBC News, the latest attack on the minority sect.?

Earlier Sunday, 21 tribal policemen believed to have been kidnapped by the Taliban were found shot dead in Pakistan's troubled northwest tribal region, government officials said.

Witnesses said the blast occurred as the three buses were overtaking a car about 35 miles west of Quetta, capital of sparsely populated Baluchistan province, site of many sectarian attacks, near the Iranian border.?

Pakistan has experienced a spike in killings over the last year by radical Sunni Muslims targeting Shiites who they consider heretics. The violence has been especially pronounced in Baluchistan province, where the latest attack occurred. ?

"The bus next to us caught on fire immediately," pilgrim Hussein Ali, 60, told Reuters. "We tried to save our companions but were driven back by the intensity of the heat."?

A second eyewitness said the bomber rushed by in a pick-up truck, swerved in front of the first bus and slammed on the brakes. The bus slammed into the pick-up truck and then a big explosion occurred.?

Akbar Durrani, Baluchistan's home secretary, told Reuters that rescue teams were trying to reach victims in the wreckage of the vehicles, one of which was still in flames some time after the attack. He said the death toll could rise.?

Sectarian tensions
Shiites make up around 15 percent of Pakistan's 190 million people. They are scattered around the country, but the province of Baluchistan has the largest community, mainly made up of ethnic Hazaras, easily identified by their facial features which resemble those of Central Asians.

Sunni extremists have long carried out attacks against Shiites in Pakistan. But the sectarian campaign has stepped up in recent years, fueled mainly by the radical group Laskar-e-Jangvhi, aligned to Pakistani Taliban militants headquartered in the tribal region. More than 300 Shiites have been killed in Pakistan this year, according to Human Rights Watch.

The violence has pushed Baluchistan in particular deeper into chaos. The province was already facing an armed insurgency by ethnic Baluch separatists who frequently attack security forces and government facilities. But the secessionist violence has been overtaken by increasingly bold attacks against Shiites.?

Pakistan, Afghanistan share vision on Taliban

The sectarian bloodletting adds another layer to the turmoil in Pakistan, where the government is fighting an insurgency by the Pakistani Taliban and where many fear Sunni hardliners are gaining strength. Shiites and rights group say the government does little to protect Shiites and that militants are emboldened because they are believed to have links to Pakistan's intelligence agencies.?

Tribal policemen killed
The 21 tribal policemen who were shot dead were found by officials shortly after midnight Sunday in the Jabai area of Frontier Region Peshawar after being notified by one policeman who escaped, said Naveed Akbar Khan, a top political official in the area. Another policeman was found seriously wounded, said Khan.?

The 23 policemen went missing before dawn Thursday when militants armed with rocket-propelled grenades and automatic weapons attacked two posts in Frontier Region Peshawar. Two policemen were also killed in the attacks.?

After receiving threatening telephone calls warning they would regret helping the "infidel" campaign against polio, a group of woman, working on a UN-backed polio vaccination campaign, were shot and killed by gunmen a day after a similar slaying in Karachi. Militants lined the policemen up on a cricket pitch late Saturday night and gunned them down, said another local official who spoke on condition of anonymity because he was not authorized to talk to the media.?

Also Sunday, two Pakistani army soldiers were killed by a roadside bomb in the North Waziristan tribal area, the main sanctuary for Taliban and al-Qaida militants in the country, security officials said, speaking on condition of anonymity in line with official policy.?

First meteor shower of 2013 peaks this week

The first meteor shower of 2013 will kick off the year's night sky events this week, giving stargazers a chance to ring in the New Year with a celestial fireworks display.

The Quadrantid meteor shower is an annual meteor shower every January. While this year's "shooting star" show is not expected to outshine some of the more spectacular meteor showers of 2012, it may give stargazers with clear, dark skies a great start to the New Year.

"Those who brave the cold might see up to 40 meteors per hour, although moonlight will make faint meteors harder to spot," officials with the Hubble Space Telescope explained in a January skywatching video guide.

The waning gibbous moon will be out in full force during the shower's peak, but skywatchers in dark areas of the Northern Hemisphere during the wee hours of Thursday morning might still get a decent show.

Scientists suspect that the meteors of the Quadrantids are debris from the asteroid 2003 EH1 ? the same source of the Geminid meteor shower every December. The asteroid itself may be a chunk from a shattered comet that broke into pieces several hundred years ago, NASA officials said in a statement.

The Quadrantid meteor shower occurs when the Earth passes through a stream of debris from the comet. The fragments slam into the atmosphere at 90,000 mph (144,841 kph) and burn up 50 miles (80.5 km) above the planet in a dazzling display.

The meteor shower is named for the outdated Quadrans constellation, which is no longer recognized by astronomers, NASA officials said.

"Located between the constellations Bootes and Draco, Quadrans represents an early astronomical instrument used to observe and plot stars," they added.

However, the constellation was still relevant in 1825, when the meteor shower was first documented by astronomers.

Hands-on with Jolla's Sailfish OS (video)

We recently had the chance to spend time with David Greaves and Vesa-Matti Hartikainen of Jolla and take Sailfish OS for a spin. As you might recall, this open source mobile OS builds upon Mer (a fork of MeeGo that includes Qt) and uses the Nemo framework with a custom UI. Like any decent Linux-based OS, it supports both ARM and x86 devices. The company is also behind the Sailfish SDK which is in the process of being finalized but is still open to developer feedback (the source code is available). After seeing Jolla's various demo videos and noting some UI similarities with MeeGo (swipes) and, strangely, with BB10 (peek gestures), we were eager to experience Sailfish OS for ourselves.

If you're wondering why the mobile OS is usually shown running on Nokia's N950 developer handset, that's because Jolla employs many ex-MeeGo engineers, so the OMAP-based phone was a natural fit. We were first given a walkthrough of Sailfish OS, then allowed to play with it. Many apps are still being worked on and some are still off-limits (we got in trouble for launching the camera), but what we saw was pretty solid. Scranton teachers union finds fault in PSSA investigation

A trained investigator, and not the superintendent of the Scranton School District, should have led the probe in determining whether cheating occurred on standardized tests, according to the teachers union.

The Scranton Federation of Teachers has filed grievances over the suspension of one teacher without pay and letters of reprimand given to four others. One other teacher may also be receiving a letter, and neither the union nor school district will identify the teachers.

Superintendent William King was directed by the state earlier this year to conduct an investigation into whether cheating occurred on Pennsylvania System of School Assessment tests taken between 2009 and 2011. Scranton was one of six districts identified by the state in September for possible manipulation of answer sheets by adults. A forensic analysis by the state looked at PSSA scores and examined the rate in which answers were changed.

Union President Rosemary Boland claims the way Mr. King conducted the investigation was flawed, and she is discrediting his findings.

"If this was going to be done and done correctly, it should have been done by a private entity," she said. "Because he did the investigation himself, he set the parameters, the course and he conducted it."

Interviews with students were done by himself and parents did not know their children were interviewed, Ms. Boland said. Mr. King came up with questions on his own and used the data to draw his own conclusions, she said,

"He is a superintendent of schools. He's not a trained investigator. He has no skills like that. No superintendent does," Ms. Boland said.

The union has received no details on what was found in the investigation, only the names of the teachers who are being disciplined, she said. Ms. Boland has asked for all notes, data and other information used in the investigation.

Grievances by the teachers who have received letters of reprimand have already been heard by the school board. Prior to the hearings this month, district solicitor John Minora proposed a deal to the teachers: the letters would be removed from their permanent files in June if the teachers "behaved themselves and did nothing wrong" for the rest of the school year, Ms. Boland said.

Those teachers said they had not done anything wrong, and refused to take the deal, she said.

Mr. King said he stands by his investigation. In a November letter, the Department of Education accepted Mr. King's report.

"I conducted the investigation to the best of my ability," he said. "I provided my findings, and they accepted my findings and commended me for the thorough job I did."

Mr. King said he does not plan to publicly release any details about the findings of his investigation.

This fall, state Secretary of Education Ron Tomalis blamed a decline in test scores statewide on the cheating investigation and the additional security measures taken for the 2012 test. With extra security, a truer measure of student achievement was found, instead of scores being artificially inflated by the cheating of teachers or administrators, Mr. Tomalis said at the time.

Ms. Boland said the state should not have let Mr. King conduct the investigation on his own and has problems with the state's probe as well.

"This was an attempt to discredit public education in the state," she said.

In a statement, state Department of Education press secretary Tim Eller said the investigation was initiated to ensure the integrity of the exams and that the results reflect actual student performance.

"Those who interfere with this process do a disservice to students, parents and taxpayers," he said.

NEW YORK - A major animal welfare group has agreed to pay $9.3 million to the owners of Ringling Bros. and Barnum & Bailey Circus to settle a lawsuit brought in response to now-dismissed legal claims of mistreated elephants.

The settlement, announced by the parties on Friday, removes the American Society for the Prevention of Cruelty to Animals, from litigation by Ringling Bros. against the Humane Society, the Animal Welfare Institute and a former elephant handler for the circus.

The ASPCA and others originally filed suit in 2000 against Feld Entertainment, producer of the circus, accusing the Virginia-based company of mistreating the Asian elephants that perform in its shows.

The case, which cited the Endangered Species Act, was initially dismissed.

Feld Entertainment, in turn, sued the various animal welfare groups and Rider, accusing them of abuse of process, malicious prosecution and violation of federal racketeering laws through unfounded litigation.

ASPCA President Ed Sayres said his group decided it was in its best interest to settle the dispute and that the agreement was not an admission of wrongdoing.

"We are glad to put this matter behind us so we can focus most effectively on our life-saving work, preventing cruelty and improving the welfare of animals," he said in a statement, noting that the courts never ruled on "the merits of the elephant abuse allegations."

Kenneth Feld, chairman of Feld Entertainment, which says its shows are seen by 30 million people a year, called the original litigation an attempt to destroy a family-owned business.

"Animal activists have been attacking our family, our company, and our employees for decades because they oppose animals in circuses," he said in a statement. "This settlement is a vindication ... for the dedicated men and women who spend their lives working and caring for all the animals with Ringling Bros."

The number of Americans living single is soaring, and our bag-lady fears may not be so far-fetched

The words haunt me.

You know the platitude: Few people fear death but rather the process of dying. Well, I'm not so much afraid of dying as I am of dying with nobody by my side.

This is the plight of those of us who are single and childless, and we now make up 27 percent of households in America ? the second-largest type, according to the Census Bureau. The largest remains married couples, with children or without, although for the first time since such data collection began, they now represent fewer than half of all households, at 48 percent.

"Whatever happened to the typical American family of four: Mom, Pop and two kids?" the MetLife Mature Market Institute asks in its recent study, "The New American Family," compiled in partnership with the Society of Actuaries Committee on Post Retirement Needs and Risks. That is precisely the kind of family I grew up in, but such groupings are becoming historical artifacts, like rotary phones and rabbit ears on TV sets. From 1960 to 2010, the number of U.S. households more than doubled, from 53 million to 117 million. But in that same period, the number of married couples with children actually declined, from 23.9 million to 23.6 million. Such families now make up just 20 percent of American households, down from 45 percent in 1960.

The High Cost of Living Alone

The most stunning change in American household data, though, is the rapid increase in the number of people living alone. There were 7 million of us in 1960, representing just 13 percent of all households. Now there are 31.2 million, a jump of 350 percent. Among those of us who are age 65 or older, 45 percent live alone -- and this development will have significant repercussions for both retirement planning and long-term care.

The new report doesn't sugarcoat the situation. "There is no easy solution to helping the many millions of single individuals plan for their retirement and manage their short- or long-term health care expenses,'' its authors write. "Families are a significant social support system -- between spouses and partners, but also between parents and children."

As the family changes and the number of single-person households rises, there will be "financial and social consequences,'' the report says, with implications for both individuals and the nation. Among them:

• Limited assistance for single people from retirement programs, like Social Security, whose spousal benefits will not be available.

• No access to a second income, found in two-thirds of married households, which helps couples cover living expenses and finance personal retirement programs.

• Greater difficulty convalescing at home, with no family assistance, in a time when many medical procedures are done on an outpatient basis and hospital stays are short and shrinking.

• The premature need, at potentially great cost to the federal budget, for elderly singles to move into group settings, like assisted-living facilities and nursing homes. Most such people would prefer to age in place even as their health declines, but will not be able to because of a lack of family caregivers, who remain the bulwark of the current long-term care system.

The study also examined the fears that people expressed as they grew older, like not being able to maintain a reasonable standard of living in retirement, pay for health care and manage changes in Social Security and Medicare. And researchers looked at which types of households actually faced the greatest risk from these challenges. On average, researchers found, couples -- especially those in first marriages with two incomes -- were better off financially than singles. They were also more likely to have lowered or shed debt, invested for their retirement, met with a financial adviser and, overall, to "feel they have planned well enough that they can face problems when they arise.''

None of this is counterintuitive. Non-couples are well aware of their vulnerability. Of all the permutations of households studied, those who were single and childless had the lowest rate of home ownership and the second-lowest average household income and assets -- in both cases, behind only those who were divorced. Their concerns about financial security were greater than those of couples, especially among women, who told researchers it was harder to save for retirement.

Calculating the Odds

The research puts flesh on the jagged bones of my own worries, not that I really needed it. And my worries rage, despite how relatively privileged I am compared to the average single, childless woman: I have always made a good living, and do so even in semi-retirement. I own a home and, but for my mortgage, carry no debt. I have savings and long-term care insurance. I have a financial adviser, who is more worried about my neurotic frugality than he is that I might go over the financial cliff. Before leaving my job at The New York Times, at age 60, with a generous buyout and a book contract, I insisted that he plot my future. Assuming I never earned another dime in my life, with the expected addition of Social Security at age 67 and of my last mortgage payment being made at age 70, we calculated how much I could spend per year through age 85, without running out of money.

So I've planned my future as best I can -- disaster preparedness against a lonely old age -- but it hasn't stilled my bag-lady worries. And I know I'm not the only woman who has them. At every speech I've ever given -- most are about the aged and their adult children -- I'm pelted with questions from dutiful daughters, like myself, who know that there is nobody to do for them what they are doing for their mothers or fathers. What preparations would I suggest, they ask?

Struggling not to tear up, which you're not supposed to do when you're the "expert" standing at a lectern and wearing a microphone, my answer is always the same: Save every dime you can to buy the care and kindness of strangers, which you know may be wildly expensive because you are doing it for your parents for free. And make sure you have lots of younger people in your life, like the 31-year-old twin daughters of my best friend from sleep-away camp, who have already promised to "feed me creamed spinach'' when the time comes.

That same friend is one of many people who has told me over the years that nobody got married or had children simply as a hedge against the indignities of old age -- not that I ever suggested they had -- merely that they wound up advantaged to live in the embrace of families. "A husband and children are no guarantee,'' they would tell me, almost without exception.

This to me has always seemed a failure of empathy. I like my life just fine and probably wouldn't trade it, but it does have its downsides. Why pretend otherwise? So I carefully crafted an answer for my "well-daughtered" friends, as I've come to think of them, and it has been useful at those moments when their "no guarantee'' comment has felt flippant enough to send me into a rage.

"I'll take your odds over mine," I'd say, "because mine are zero.''

Beijing: China?s government tightened controls on Internet users Friday by enacting rules requiring them to register their names. The new rules follow online postings about graft and abuses that rattled the ruling party.

The country?s rubber-stamp legislature approved the Internet measures at a closing meeting of a five-day session.

Real-name registration will curtail the Web?s status as a freewheeling forum to complain, often anonymously, about corruption and official abuses.

The government says the latest regulation is aimed at protecting Web surfers? personal information and cracking down on abuses such as junk email.

The measure will ?ensure Internet information security, safeguard the lawful rights and interests of citizens, legal entities or other organisations and safeguard national security and social public interests,? the official Xinhua News Agency cited the regulation as stating.
